Marvel Studios recently announced James Spader will be playing Ultron in The Avengers 2.
Now we hear from diretor Joss Whedon who mentions James Spader was his first choice to portray the robotic Avengers villain. It also seems as if some people might be confusing Ultron with Hal from 2001: A Space Odyssey as Whedon specifically states Ultron is not Hal. Whedon also offers up that Spader is perfect for the role that will take down the Avengers.

Spader was my first and only choice. He's got that hypnotic voice that can be eerily calm and compelling, but he's also very human and humorous. Ultron is not Hal. Spader can play all of the levels. He's the guy to break The Avengers into pieces.
Regarding who is Ultron, at least in the comic books it's a sentient robot brought to life by Giant Man Hank Pym. However, in The Avengers 2 it is not exactly known what fans will be getting as Joss Whedon has made it known there will be no Hank Pym and a different Ultron origin in the film. The current speculation is that Ultron arises out of Iron Man somehow (an early animated movie had a similar origin), and the recent Comic-Con teaser seemed to suggest as much as it revealed Iron Man's helmet becoming Ultron's.
"The Avengers: Age Of Ultron" has a May 1, 2015 release starring Robert Downey Jr. as Iron Man, Chris Evans as Captain America and Chris Hemsworth as Thor.
