While not my pick (Norman Osborn!), Michael Keaton is confirmed to be playing Vulture in Spider-Man: Homecoming.

While explaining why no Avengers are featured in Doctor Strange, Marvel Studios president Kevin Feige told the Toronto Sun Michael Keaton is Vulture.

"We’ve had a wish list and most of them in the near-term are coming together," Feige said regarding additional villains to be featured in upcoming Marvel movies. "Cate Blanchett is playing Hela in Thor: Ragnarok. Michael Keaton’s Vulture in Spider-Man is something. And of course, finally, we’re showcasing Josh Brolin’s Thanos (in Avengers: Infinity War). We’re looking forward to that very much."

Recent Vulture concept art also hinted at what the character may look like, and Marvel officially revealed Vulture concept art for Spider-Man: Homecoming a while ago (see below).

"Spider-Man: Homecoming" has a July 7, 2017 release directed by Jon Watts starring Tom Holland, Zendaya, Michael Keaton, Donald Glover, Jacob Batalon, Laura Harrier, Tony Revolori, Tyne Daly, Bokeem Woodbine, with Marisa Tomei, and Robert Downey Jr.

Synopsis:

A young Peter Parker/Spider-Man (Tom Holland), who made his sensational debut in Marvel Studios' "Captain: Civil War," begins to navigate his newfound identity as the web-slinging superhero in "Spider-Man: Homecoming."
