In the following video speaking with MTV, Renner actually lets it be known that what he talked about with director Joss Whedon and Marvel Studios president and producer Kevin Feige prior to the movie was not what took place.

What they talked about in regards to Hawkeye will happen in The Avengers 2.
Jeremy Renner is also asked if he would like a franchise for Hawekye, in which he replies that he feels the character is featured best by appearing in other movies, and gives a big wink and mention with Captain America 3.
“I’m happy to be the ensemble. I’m not scratching or clawing to do a solo movie by any means,” Renner said. “I think he’s a utility guy that can bounce around into other people’s universes a little bit, especially like Cap 3. ”
